Tender Notice – Multiple Development Works at Government College University, Faisalabad (Deadline: 16-10-2025)

Government College University, Faisalabad intends to tender out the following works through the E-Procurement System in Public Offices of Punjab,
vide Government of the Punjab Services & General Administration Department (Implementation & Coordination Wing) Lahore’s
Notification No. SO(1&C-I)5-4/2024 dated 09.05.2024.
All contractors registered with Pakistan Engineering Council (PEC) having valid license with relevant codes may participate
in the E-Tendering / EPADS system. Procurement procedure will be adopted strictly in accordance with PPRA Rules 2014 (with up-to-date amendments).

Terms & Conditions

Contractors may register their firms on EPADS: https://eprocure.gov.pk by submitting requisite information.

After registration, eligible contractors may participate in e-procurements.

Bidding documents will be available immediately after uploading of this notice on EPADS PPRA website.

Contractors must quote rates in figures as well as words against each item of approved signed DNIT and completely fill all items. Percentage bids will not be accepted.

Bids must be submitted on e-PADS on or before 16-10-2025, not later than 10:00 AM. Bids will be opened on the same day at 11:30 AM in the office of the Project Director, New Campus, GCUF.

If the opening date falls on a public holiday, the tender will be opened on the next working day.

Bids must include signed and stamped pages of DNIT uploaded through e-PADS; otherwise, the contractor will be declared non-responsive.

Bid Security of 4.5% of estimated cost in the form of CDR/Bank Guarantee/PO/Demand Draft/Banker Cheque (except insurance bond) in the name of “Treasurer GCUF” must be uploaded (soft copy) on e-PADS and submitted in original to the office of the Project Director before the bid deadline.

All contractors must attach Power of Attorney, CNIC, valid PEC license, active NTN, PRA, and at least two similar contracts with completion certificates; otherwise, bids will be declared non-responsive.

False information or fake bid securities will result in disqualification, blacklisting, and reporting to PEC & PPRA for legal action.

The procuring agency reserves the right to reject all bids at any time prior to acceptance, as per PPRA Rules.

The contractor shall be responsible for applicable taxes at the time of payment release.

If any bid file is corrupt, unreadable, or contains viruses, it will be rejected as per Regulation-8(4) of PPRA Regulations-2024.

PPRA Rules and circulars will be strictly applicable.

Note:

• Due to system upgradation, recovery against credit of old material will be adjusted manually and bids will be evaluated accordingly.
• For Grievance Redressal Committee (GRC), the procuring agency has constituted a committee vide Notification No. GCUF/Reg/Estt/24/1403, dated 27-06-2024 under Chapter-X, Sr. No.67 of PPRA Act.
