Construction of Executive Club at New Campus of GCUF

Government College University, Faisalabad (hereinafter referred to as the “Client”) invites bids from well-reputed firms registered on e-PADS as per Regulations-7(1) of PPRA Regulations-2024 having valid PEC License in category C-3 or above with relevant codes, active filer, NTN, and PRA for the following project:

Construction of Executive Club at New Campus Government College University Faisalabad

1. The subject project shall be carried out through e-PADS of Punjab Procurement Regulatory Authority (PPRA) only. Bidding Documents containing detailed requirements, terms and conditions are available for registered bidders on e-PADS at
   www.punjab.eprocure.gov.pk
   and Punjab Regulatory Authority (PPRA) Website
   http://ppra.punjab.gov.pk.
2. Single stage two envelope bidding procedure will be adopted. The bids, prepared in accordance with the instructions in the bidding documents, must be submitted on e-PADS on or before 13-10-2025, not later than 11:00 AM. Technical Bids will be opened on the same day at 11:30 AM on e-PADS. Manual bids shall not be accepted. The Bid Security in the form of CDR/Bank Guarantee/PO/Demand Draft/Banker Cheque (except insurance bond) for an amount of 2% of estimated cost i.e. Rs. 6.0885 (M) in the name of “Treasurer GCUF” shall be uploaded on e-PADS (soft copy) and the original hard copy must be submitted in the office of the Project Director at Government College University New Campus, Jhang Road near Children Hospital Faisalabad, before the e-bid submission deadline; otherwise, the bid shall be rejected.
3. Only technically responsive bidder(s) will be qualified for opening of financial bid(s). Financial bids of technically non-responsive bidder(s) shall remain unopened on e-PADS.
4. If the e-bid or proposal including record submitted on e-PADS is found corrupt, unreadable, or contains a virus, it shall be rejected as per Regulation-8(4) of PPRA Regulations-2024.
5. The bidder shall submit e-bids by uploading a PDF file on e-PADS as per Regulation-6(4) of PPRA Punjab Regulations-2024.
6. The procurement shall be made under PPRA Rules-2014 and Punjab Procurement Regulations-2024.
7. The Client/procuring agency may reject all bids or proposals at any time prior to acceptance under Punjab PPRA Rules 2014 (Rule-35).
8. Conditional tenders will not be accepted. The lowest bidder, whose bid is less than 5% of the estimated cost, must deposit the difference, refundable upon successful completion of the contract. Failure to deposit within seven days of notice will result in forfeiture of earnest money without further notice.
9. No tender via telegraph or post will be accepted; only bids submitted through e-PADS shall be considered.
10. Tendered rates and amounts should be filled in figures as well as words, and tenders should be signed as per general directions in the tender documents.
11. If the last date of bid submission and opening falls within official holidays, the next working day shall be treated as the deadline.
12. Contractors must quote their rates against each (Schedule/Non-Schedule) item of the approved signed DNIT (instead of percentage). Failure to do so will lead to rejection of the bid.
13. A Pre-Bid meeting will be held on 06-10-2025 at 12:30 PM in the office of the Project Director at New Campus (GCUF).
