E-PROCUREMENT TENDER NOTICE

Government College University, Faisalabad intends to tender out the following works through E-Procurement System in Public Offices of Punjab. All contractors who are registered with Pakistan Engineering Council (PEC) for the current year can be participated in Punjab E-Procurement System. Procurement procedure will be adopted strictly in accordance with PPRA Rules 2014 (with up to date amendments):

Contractors can be participated in E-Tendering system after fulfilling terms & conditions as given
 below:-

1. Contractor may register firm on website https://ep.punjab.gov.pk/ of Public Procurement Regulatory Authority (PPRA, Punjab) by submitting their requisite information.
2. Bidding documents will be immediately available after uploading of this notice on Punjab E- Procurement system, PPRA websites.
3. Contractors must quote their rates in both figures and words against each item of the approved and signed DNIT (instead of quoting a percentage) and must completely fill in all items of the DNIT. The bids prepared in accordance with the instructions in the bidding documents, must be submitted on E-procurement system on or before 29-09-2026, not later than 10:00 AM. Bids will be opened on the same day on E-procurement system at 11:30 AM. Manual bids shall not be accepted.
4. If there is a public holiday on the opening of the tender, the tender will be opened on the next working day.
5. The interested Bidders / Contractors / Firms obtained the published Tender and uploaded their offer rates of bids with sign & stamp each page through E-procurement system otherwise the contractor will be declared as non-responsive.
6. The requisite bid security is required to be deposited through the Punjab eProcurement System in a 01 bill/invoice, along with the proof of uploaded procurement information on eProcurement System, clearly marked with the Bidding Document Title. The bidder shall ensure that all requirements relating to Bid Security are completed before the e-bid submission deadline.
7. All the contractors participating in the bidding will have to attach Power of Attorney on E-stamp paper (if applicable), copy of CNIC, active NTN, PRA and at least two completed contracts of similar nature and cost (equal to or higher than the current project) along with competition certificate with their bids otherwise the bid will be declared as non-responsive.
8. If the submitted e-bid is found corrupt, unreadable, or contains a virus, it shall be rejected as per Regulation-8(4) of PPRA Regulations-2024.
9. The procuring agency may reject all bids or proposal at any time prior to the acceptance of a bid or proposal and the procuring Agency shall upon request communicate to any bidder, the grounds for its rejection of all bids or proposals, but shall not be required to justify those grounds under PPRA Rules.
10. The firm / contractor shall be responsible for payment of all applicable taxes at the time of release of payment as admissible under the rules. Conditional or incomplete bids shall not be accepted.
11. Affidavit of no litigation and blacklisting, valid professional tax certificate must be accompanied with e-bid otherwise the bid will be declared as non-responsive.
12. PPRA Rules and their circulars / clarifications will be strictly applicable. For Grievance Redressal Committee (GRC), the procuring agency has constituted a committee vide Notification No. GCUF/Reg/Estt/26/1937, dated 29-07-2026 under chapter-X, Sr. No.67 of PPRA Act
