GOVERNMENT COLLEGE UNIVERSITY FAISALABAD INVITATION FOR BIDS (E-TENDERING – SINGLE STAGE TWO ENVELOPE)

Government College University, Faisalabad (hereinafter referred to as the “Client”) invites the bids from well reputed firms registered on e-PADS as per Regulations- 7(1) of PPRA regulations-2024 having valid PEC License in category mentioned below with relevant codes, active filer, NTN, PRA, Professional Tax Certificate for the below mentioned Project: –

  1. Subject projects shall be carried out through e-PADS of Punjab Procurement Regulatory Authority (PPRA) only. Bidding Documents containing detailed requirements, terms and conditions will be available after publication of advertisement for the registered bidders on e-PADS website and Punjab Procurement Regulatory Authority (PPRA).

  2. Single stage two envelop bidding procedure will be adopted. The bids prepared in accordance with the instructions in the bidding documents, must be submitted on e-PADS on or before 30-06-2026, not later than 10:00 AM. Technical Bids will be opened on the same day on e-PADS at 11:30 AM. Manual bids shall not be accepted. The requisite Bid Security in the shape of CDR/ PO/Demand Draft (except insurance bond) in the name of “Treasurer GCUF” shall be uploaded on e-PADS in soft copy as well as hard copy (in original) of the same shall be submitted in the office of the Project Director situated at Government College University New Campus, at Jhang road near Children Hospital Faisalabad, before the E-bid Submission deadline, (Name of concerned firm must be mentioned on the Bid security) otherwise bid shall be “rejected”.

  3. Only technically responsive bidder(s) will be qualified for opening of financial bid(s).
  4. The procurement shall be made under PPRA, Punjab Rules.
  5. The procuring agency (Client) may reject all bids or proposals at any time prior to the acceptance of a bid or proposal under Punjab PPRA Rules 2014 (Rule- 35).
  6. No tender via telegraph or by post or conditional bid will be accepted, bids submitted through e-PADS shall only be considered.
  7. Tender rates should be filled in figures as well as in words and tenders should be signed as per general directions given in the tender documents.
  8. If there is a public holiday on the opening of the tender, the tenders will be opened on the next working day.
  9. Contractors have to quote their rates against each (Schedule/ Non-Schedule) items of approved signed Detailed Notice Inviting Tender (DNIT) (instead of percentage) failing which the bid shall be rejected.
  10. All the contractors participating in E-Tendering / EPADS will have to attach Power of Attorney on E-stamp paper (if applicable), copy of CNIC.
