Government College University, Faisalabad (hereinafter referred to as the “Client”) invites bids
from well-reputed firms registered on e-PADS as per Regulation 7(1) of PPRA Regulations 2024,
having valid PEC license in the categories mentioned below with relevant codes, active filer status,
NTN, PRA, and Professional Tax Certificate for the following projects:

Instructions & Terms

The projects shall be carried out through e-PADS of Punjab Procurement Regulatory Authority (PPRA) only.
Bidding documents containing detailed requirements, terms, and conditions will be available after
publication of the advertisement on e-PADS and PPRA websites. -
Single Stage – Two Envelope bidding procedure will be adopted. Bids must be submitted on e-PADS
on or before 22-04-2026, 10:00 AM. Technical bids will be opened on the same day
at 11:30 AM. Manual bids shall not be accepted. -
Bid Security in the form of CDR / Pay Order / Demand Draft (except insurance bond) in favor of
“Treasurer GCUF” must be uploaded (soft copy) and submitted in original to the office of the
Project Director, GCUF New Campus, Jhang Road near Children Hospital Faisalabad before the deadline. - Only technically responsive bidders will qualify for the opening of financial bids.
- Procurement shall be made under PPRA Punjab Rules.

The procuring agency reserves the right to reject all bids or proposals at any time prior to
acceptance under PPRA Rules 2014 (Rule-35). -
No tender submitted via telegraph, post, or conditional bid will be accepted. Only e-PADS submissions
shall be considered. - Tender rates must be quoted in both figures and words and signed as per instructions in the tender documents.
- If there is a public holiday on the opening day, bids will be opened on the next working day.

Contractors must quote rates against each item of the approved DNIT (not as a percentage), otherwise
the bid shall be rejected. -
Required documents include: Power of Attorney (if applicable), CNIC copy, valid PEC license with codes,
NTN, PRA registration, and at least two similar completed projects with completion certificates.
