Government College University, Faisalabad intends to tender out the following works through the
E-Procurement System in Public Offices of Punjab, vide Government of the Punjab, Services & General
Administration Department (Implementation & Coordination Wing), Lahore’s Notification
No. SO(1&C-I)5-4/2024 dated 09.05.2024.
All contractors registered with Pakistan Engineering Council (PEC) 2025-2026 are eligible to
participate in the E-Tendering / EPADS System. The procurement procedure will be adopted strictly
in accordance with PPRA Rules 2014 (with up-to-date amendments).

Contractors may register their firm on EPADS website:
https://eprocure.gov.pk
of Public Procurement Regulatory Authority (PPRA) by submitting the required information. - Bidding documents will be available immediately after uploading of this notice on EPADS and PPRA websites.

Contractors must quote their rates in both figures and words against each item of the approved
and signed DNIT (instead of quoting a percentage) and must completely fill all items. -
Bids prepared in accordance with the instructions in the bidding documents must be submitted on
e-PADS on or before 11-05-2026, 10:00 AM. Bids will be opened on the same day at
11:30 AM. Manual bids shall not be accepted. - If there is a public holiday on the opening date, the tender will be opened on the next working day.

Contractors must upload signed and stamped bids on each page through EPADS; otherwise,
they will be declared non-responsive. -
The requisite Bid Security in the shape of CDR / Pay Order / Demand Draft (except insurance bond)
in the name of “Treasurer GCUF” shall be uploaded on e-PADS (soft copy) and submitted in original
to the office of the Project Director, Government College University New Campus, Jhang Road,
near Children Hospital Faisalabad, before the submission deadline. Otherwise, the bid will be rejected. -
Contractors must attach Power of Attorney (if applicable), copy of CNIC, active NTN, PRA registration,
and at least two completed contracts of similar nature and cost along with completion certificates. -
In case of false information or fake financial instruments, the contractor will be disqualified as per
PPRA Rules and reported to PEC and PPRA for legal action. -
The procuring agency reserves the right to reject all bids or proposals at any time prior to acceptance
as per PPRA Rules. -
The contractor shall be responsible for payment of all applicable taxes. Conditional or incomplete bids
shall not be accepted. -
Affidavit of no litigation/blacklisting and a valid professional tax certificate must be submitted with
the e-bid. - PPRA Rules and their circulars/clarifications shall be strictly applicable.
Grievance Redressal Committee (GRC)
The procuring agency has constituted a Grievance Redressal Committee vide Notification
No. GCUF/Reg/Estt/24/1403 dated 27-06-2024 under Chapter-X, Sr. No. 67 of PPRA Act.
