Rehabilitation of Various Blocks

Government College University, Faisalabad intends to tender out the following works through E-Procurement System in Public Offices of Punjab vide Government of the Punjab Services & General Administration Department (Implementation & Coordination Wing) Lahore’s Notification No.SO(1&C-I)5-4/2024 dated 09.05.2024. All contractors who are registered with Pakistan Engineering Council having valid license with relevant codes can be participated in E-Tendering / EPAD System. Procurement procedure will be adopted strictly in accordance with PPRA Rules 2014 (with up-to-date amendments):

Contractors can participate in E-Tendering system after fulfilling terms & conditions as given below

1. Contractors may register firm on website EPADS /https://eprocure.gov.pk of Public Procurement Regulatory Authority (PPRA) by submitting their requisite information.
2. After registration on E-Tendering website EPADS/ https://eprocure.gov.pk contractor of eligible categories may participate in E-Procurements.
3. Bidding documents will be immediately available after uploading of this notice on EPADS PPRA website.
4. Contractors must quote their rates in figures as well as in words against each item of approved signed DNIT (instead of percentage) and completely fill all items of DNITs.
   The bids prepared in accordance with the instructions must be submitted on e-PADS on or before 17.11.2025, not later than 10:00 AM. The rates quoted online by the contractor will be downloaded from website and announced on same date at 11:30 AM in the office of the Project Director New Campus GCUF situated at Government College University New Campus, Faisalabad.
5. If there is a public holiday at the opening of the tender, the tender will be opened on the next working day.
6. The interested Bidders / Contractors / Firms obtained the published Tender through EPAD and uploaded their offer rates bids with sign & stamp each page through E-PADS otherwise the contractor will be declared as non-responsive.
7. The Bid Security in the shape of CDR/Bank Guarantee/PO/Demand Draft/Banker Cheque (except insurance bond) for an amount of 4.5% of estimated cost in the name of “Treasurer GCUF” shall be uploaded on e-PADS in soft copy as well as hard copy (in original) of the same shall be submitted in the office of project Director New Campus GCUF situated at Government College University New Campus, Faisalabad before the E-bid Submission deadline.
8. All the contractors participating in E-Tendering / EPADS will have to attach their registered Power of Attorney, copy of CNIC, valid PEC license, active NTN, PRA and at least two contracts of similar nature along with completion certificate otherwise the contractor will be declared as non-responsive.
9. In case of false information, fake CDR / Bank Draft / Pay Order, the contractor will be liable to disqualify as per PPRA Rules and will not be eligible to participate in upcoming tenders of Government College University, Faisalabad. Further his case will be forwarded to PEC and PPRA for initiation of strict legal action.
10. The procuring agency may reject all bids or proposals at any time prior to the acceptance of a bid or proposal and the procuring Agency shall upon request communicate to any bidder, the grounds for its rejection of all bids or proposals but shall not be required to justify those grounds under PPRA Rules.
11. The firm / contractor shall be responsible for payment of all applicable taxes at the time of release of payment as admissible under the rules. If the e-bid or proposal including record submitted on the e-PADS is found corrupt, unreadable or contain virus, the e-bid or proposal shall be rejected as per Regulation -8(4) of PPRA Regulations- 2024.
12. PPRA Rules and their circulars / clarifications will be strictly applicable.

If the bidder fails to meet any of the requirements mentioned above, the bid will be rejected without any bearing on quoted rates.

Note:

1. Due to system up-gradation, recovery against credit of old material will be adjusted manually and accordingly bids will be evaluated.
2. For Grievance Redressal Committee (GRC), the procuring agency has constituted a committee vide Notification No. GCUF/Reg/Estt/24/1403, dated 27-06-2024 under chapter-X, Sr. No.67 of PPRA Act
